One wonders if the main reason for lost votes was solely on this one
- the rising of home prices..

know you get many Os, but you do not which O you are given. So it
appears to you during appraisal, you look pretty good. But somehow,
when this appraisal was channeled up to the highest mgt levels, and
they will play magic number as to who get how many months of
Performance bonus and who do not get at all. The problem is, the only
person who know your job well is your direct supervisor, and if you
supervisor is a weak one who will not fight for you, and only give you
a lower O, then you will be pushed down by the higher mgt who may not
know your nature of work and how you diligently contributed in your
wworks. That's how it works in the half civil service org. It is
terrible. you will see people who are not performing according to
their essential core business will get their months of bonuses without
fail, while you at the bottom will get nothing, even though you have
worked and contributed diligently at the bottom level.
